City refused to let me file missing persons on my dad till the house was sold??? Can they do that?

My father dissapeared 7 years ago and I had tried to file a missing persons report quite a few years ago and was basically told I am not allowed to do it because there wasn’t suffecient reason to even though he had been missing for quite a few years at that time.
My father was supposed to go to Mexico to give some money to his new wife down there, He was supposed to come back up to CA to sale his house then he was going to finish paying the two thousand he left on his ranch in Mexico.
He sold his Shop in L.A. and was supposed to sell his shop in Madera. He dissapeared after that. I found out that the state took control of the shop in madera for not paying land taxes then sold it.
It wasn’t until this year that the police department allowed me to file him a missing persons.
Why would they let me file now and not then?
It sounds to me like they wanted to wait till the shop was out of his name before I was able to file him missing.
Anyone know anything about the law that can help?
I am not sure why they would have me wait until the shop was out of his name, I just found it quite coincidental. I mean he had been missing for three years already when they refused to file the report the first time. You would think that that would have been suffecient enough time to worry.
I do know the city was bugging him to sell them his shop and he couldn’t because Child support had a lean on it for 2k. He could have paid it off if he wanted to but he didn’t want to sell it to them. He wanted to sell it to a private party but he dissapeared before he did anything.
As far as we know he still had over 75 grand in thebank and the house in his name. We never seen any of it because we couldn’t prove he was missing, Now it’s been 7 years, The house is gone now because property taxes was unpaid and who knows if anything is in the bank now. We’ve never checked.

Tell me what shows you watch, and what you like about them, what channel and time they are on. I don’t watch much tv, only in the evening while I make dinner and after I put my son to bed. So from maybe 4-9 pm and thats only off and on if there is somthing really good on. I used to watch Everbody love Raymond, Friends, and Home Improvement, and Sex and the City, those were my favorites because there wasn’t alot of violence or vulgarity. But I think I have seen every single episode of all of those ever aired. I need some new material! I am okay with police or detective shows, as long as they are good.

I don’t need to know every thing about the show, just some basic plot details so I know whether or not it’s my style. So tell me what you like, why you like it, when it’s on, and where I can find it!

Where to live in Chicago (Work near O’hare but would like to enjoy the city)?

I’m moving to Chicago in the next two weeks for a new job. The job is located near one of the L stations near O’hare. I’m single and 30. Where should I live so that my job isn’t too difficult or long of a commute and I’m either in a cool/interesting, safe (no gang issues) part of the city or in an area that is not too far from a cool/interesting, safe area. I’d like to be as close as possible to a blue line stop. I’m looking for a 2 bedroom apartment/flat to rent.

Also, would living in Portage Park or Jefferson Park be considered lame?

All ideas are welcome.

can a city have a land sale restricted to a specific demgraphic segment ie. age group or residency?

the city wants to target local land sales at a reasonable price for the 20 to 30 year old age group that now resides in the area.
We live in a remote village in Alaska and wish to have our limited land resource to be purchase by locals. Can we gear the sale so that rich speculators don’t snap up all of the properties.
