I wouldn’t buy a prom dress on line since you don’t know how it will look. A month or so ago, somebody posted a site for dress rentals, on yahoo answer. (See if you can find that response in the archives.)
If I was you …. I’d look first in thrift stores (there are currently pretty gowns in small sizes at America’s Thrift on Canton Road.) OR I’d concentrate on consignment shops. I’ve seen beautiful and inexpensive dresses in places like Ross — but the problem is, there generally aren’t many, and the sizes are limited.
Have you hit your local mall? You’ll be able to find something on clearance, in places like Macy’s. My daughter got her prom dress on sale at Bloomingdales; we paid less than $100 and it’s beautiful.
Re transportation: there are low cost options other than limos. My daughter’s friends are all going in a mini-bus, which I believe somebody found on line. Originally, they were going to charter a yellow school bus — I don’t know where they found one — but it was voted down as being too tacky!

You can rent runway designer dresses from rent the runway rental online They only accept so many memberships a day so it took them 3-4 days to allow me to log on but there are dresses for only 50.00.
