I would directly talk to your neighbor with your concerns and if you do not get results, spend an hour with an attorney who specializes in real estate law.

You need to protect your easment to the septic system and when you do sell pass the information to the new buyer with a complete understanding of the location of the tank, leech lines etc.

It sounds like your neighbor may have a unbuildable lot.

It would not hurt to talk with the city building department with your concerns.
